    Job Description

    JOB SUMMARY

     

    This position is responsible for supervising the operations of the Sports Complex and Ice Arena Division.

     

    MAJOR DUTIES

     

    • Hires, trains, directs, schedules, supervises, and evaluates the work of assigned full- and part-time staff.

     

    • Supervises the management and maintenance of the Mitchell Ice Arena.

     

    • Supervises the management and maintenance of all sports fields.

     

    • Supervises and participates in facilities maintenance and snow removal functions.

     

    • Maintains and coordinates the master facility schedules for games and tournaments.

     

    • Inspects parks, fields, and facilities for maintenance and repair needs.

     

    • Supervises and participates in sports turf management functions, including mowing, trimming, irrigation maintenance, and chemical applications.

     

    • Works with user groups, players, and coaches to resolve field concerns.

     

    • Evaluates, prioritizes, and implements grounds, facilities, and equipment maintenance plans.

     

    • Develops and recommends division budgets; manages approved funds.

     

    • Develops plans and estimates for building projects.

     

    • Coordinates projects with other city departments and contractors.

     

    • Maintains and repairs field lighting.

     

    • Resolves customer complaints and concerns.

     

    • Supervises concession stands; orders and maintains inventory of food and drinks; manages financial activities associates with concessions.

     

    • Coordinates winterization procedures.

     

    • Operates and trains staff in the use of small and heavy equipment, including skid mowers, ice equipment, and front-end loaders.

     

    • Performs related duties.

     

    KNOWLEDGE REQUIRED BY THE POSITION

     

    • Knowledge of irrigation system maintenance principles.

     

    • Knowledge of sports field maintenance principles.

     

    • Knowledge of building and grounds maintenance principles.

     

    • Knowledge of construction, plumbing, and mechanical principles.

     

    • Skill in planning.   

     

    • Skill in the use of hand and power tools.

     

    • Skill in the use of grounds maintenance equipment.

     

    • Skill in the training and supervision of personnel.

     

    • Skill in problem solving.

     

    • Skill in interpersonal relations.

     

    • Skill in oral and written communication.

     

    SUPERVISORY CONTROLS

     

    The Parks and Recreation Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

     

    GUIDELINES

     

    Guidelines include the City of Mitchell Safety Manual, OSHA regulations, building codes, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.  

     

     

     

    COMPLEXITY/SCOPE OF WORK

     

    • The work consists of varied management, supervisory, and maintenance duties.  The variety of tasks to be performed contributes to the complexity of the work.

     

    • The purpose of this position is to supervise the operations of the Sports Complex and Ice Arena Division. Successful performance in this position contributes to the efficient and effective delivery of recreation services to area residents.

    • Contacts are typically with coworkers, other city personnel, volunteers, contractors, vendors, coaches and players, and the general public.

     

    • Contacts are typically to give or exchange information, resolve problems, provide services, and motivate persons.

     

    PHYSICAL DEMANDS/ WORK ENVIRONMENT

     

    • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

     

    • The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.

     

    SUPERVISORY AND MANAGEMENT RESPONSIBILITY

     

    This position has direct supervision over Sports Complex Crewleader, Parks Specialist, and other part-time and seasonal staff.

     

    MINIMUM QUALIFICATIONS

     

    • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

     

    • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

     

    • Possession of or ability to obtain a valid CDL issued by the State of South Dakota within 6 months of hire.

     

    • Possession of or ability to readily obtain appropriate Chemical Applicator's License.

     

     

     Position will begin in November 2025.
